Yen Giang communal house is located at the historic Bach Dang river, which was built from the 16th century and still kept its traditional architectural values throughout repairs. It was ranked as the national historic relic in 1996 and strongly bonded with the building and developing process of the Quang Yen land, where Hung Dao Dai Vuong Tran Quoc Tuan and Tien Cong pioneers opened up new land for cultivation.

The festival is an occasion for local people to express gratitude to Hung Dao Dai Vuong Tran Quoc Tuan and the Tien Cong pioneers, while praying for good health, peace, abundant harvests, and a prosperous life in the new year. It takes place over four days (January 11–14), featuring traditional rituals, along with various cultural and artistic activities and traditional folk games such as tug of war, sack jumping, and Chinese.
